日益严峻的灾害形势,威胁着全球城市地区的安全。面对多变的灾害风险,增强城市系统的韧性已成为国内外政府和全社会的共识。然而,长久以来“韧性”概念的模糊泛化问题,始终是韧性城市有效建设落地与量化评估实施中的重大困阻。文章聚焦城市防灾研究范畴内的韧性概念,针对防灾韧性(disaster resilience)概念的模糊泛化问题,综合采用文献计量、系统综述、帕累托聚类分析、语义分析等方法,分析防灾韧性的相关研究概况,厘清防灾韧性城市概念的演变进程,归纳总结防灾韧性城市的特征构成,推演出防灾韧性城市的内涵定义与特征。研究结论明确了防灾韧性的研究趋势,总结了防灾韧性城市的概念演进特征,从扰动对象、系统构成和目标导向对防灾韧性概念进行了再定义,并将防灾韧性城市的特征聚合归纳为鲁棒性、冗余性、多样性和治理能力,为中文语境下防灾韧性城市的学术研究与实践探索奠定共识基础。
Abstract:Disaster situations are becoming increasingly severe and threatening the safety of urban areas around the world. Governments and societies around the world have agreed that enhancing the resilience of urban systems is key to coping with changing disaster risks. However, the broad concept of "resilience" has long posed a significant challenge to effectively constructing and quantitatively assessing resilient cities. This paper focuses on the concept of resilience within the scope of disaster prevention and planning research. It adopts a comprehensive approach, using bibliometrics, systematic review, Pareto cluster analysis, and semantic analysis. It provides an overview of relevant research on disaster resilience, clarifies the evolution of the concept of the resilient city, summarizes its characteristics, and derives its characteristics and composition. Additionally, it deduces the connotative definition and characteristics of a disaster resilient city. This paper concludes by clarifying major research trends in disaster prevention resilience, summarizing the conceptual evolution of the disaster resilient city, redefining the concept of disaster resilience in terms of the perturbation object, system composition, and goal orientation, and summarizing the aggregation characteristics of the disaster resilient city, including robustness, redundancy, diversity, and self-organization.
